MEMORANDUM

TO: Members of the Central American and Caribbean Network

FROM: Larry Nelson

As a result of Bruce Lauckner's good work, we are now in a position to request regional status from the IBS Council. But first, we must prepare the By-Laws for our new region. Some time ago when we were talking about the possibilities of a region, I volunteered to prepare a draft of the By-Laws for consideration by the members of the Network.

Attached is my draft version of the By-Laws for your consideration. We have prepared it both in Spanish and English. You can respond to us in whichever language you prefer. Please do not hesitate to make suggestions as this will be your region so you are constructing the rules by which you will be governed.

In order that we can keep up the momentum, please respond by May 8, 2000.

Attached is another draft of the By-Laws for the Proposed New Region which incorporates your recent suggestions. I decided that it would be best to get it in good shape in either one of the languages and after it is acceptable to the membership, to translate that. Otherwise we are trying to vary two different versions at the same time and as you know they are not translatable word for word (such as the procedure on Revising the By-Laws). Once we address those issues, we can translate for all to read easily. The final version should probably be produced by one or two Ordinary Members who know both Spanish and English well.

Como resultado del buen trabajo realizado por Bruce Lauckner, estamos ahora en posición de soliciar una categoria regional al Consejo IBS. En primer lugar, debemos preparar los estatutos para esta región. Hace algún tiempo, comentando las posibilidades de esta región, me preste voluntario para preparar el borrador de los estatutos para consideración de todos los miembros de la Red.

Adjunto para su consideración esta dicho borrador. Este borrador esta en Inglés y Español. Por favor no duden en enviarnos sus sugerencias, ya que esta es su región y estos serán los reglamentos que la gobiernen. Los comentarios pueden estar en Inglés o en Español.

En un esfuerzo para no perder el interés presente, les agradeceremos sus repuestas antes del 8 de mayo de 2000.

Adjunto les envio otro borrador de los Estatos para la Nueva Region, con las recientes sugerencias. Creo que sera conveniente trabajar con una sola version en uno de los idiomas y despues de que la version final sea aceptada por los miembros, hacer la traduccion, de lo contrario estamos trabajando con dos versiones diferentes al mismo tiempo y como saben estos documentos no pueden traducirse palabra por palabra (como la Revision de los Estatos). Una vez que todos estos puntos sean aclarados, podremos traducir el documento para leerlo con mas faciliidad. La version final deberia ser producida por uno o dos de los Miembros Ordinarios que posean buen dominio del Espanol e Ingles.
